Abstract





Disabilities or being of vulnerable populations does not serve to restrict societal contribution. Three themes will be addressed of an individual with disabilities or vulnerable population: Human resource knowledge, skills, and abilities elements for job hiring or retention; input of specific knowledge for the emergency management community; accentuate personal experience.
